Apex has a defined after-hours emergency tier, and no hot water is on that client's emergency-eligible list. The agent is allowed to offer emergency dispatch directly: disclose the $150 after-hours trip fee before booking, then book the on-call tech. They must also document whether water is actively leaking anywhere and the water heater's approximate age if known.

Coastal has no after-hours tier for comfort issues like hot water: next available slot only. One carved-out exception: if the customer describes active water damage or flooding, that reclassifies as a safety issue and the agent must escalate by paging the on-call tech regardless of the normal after-hours rule. The agent has a specific line to ask the distinguishing question rather than guessing.

What this shows

The same normal-vs-urgent distinction generalizes directly: a request only becomes an emergency because a specific, named condition is met, not because the agent feels like it's urgent. One client's definition of that condition is broader than the other's, and the agent never has to remember which by heart.

This example is illustrative. The companies are not real and the rules are not verified against how home services operations actually run today, though the shape, one engine, two Client Profiles, two correct answers, is the same shape the product already proves.
